Terma proposes an integrated coastal surveillance and maritime domain awareness solution for the Baltic Sea region, built around the proven Terma SCANTER radar family and advanced Command & Control (C2) systems. The solution is designed to provide persistent, all-weather surveillance coverage across the Baltic coastline, territorial waters, exclusive economic zones, ports, offshore infrastructure, and strategic maritime approaches.

The system architecture combines long-range coastal surveillance radars, electro-optical sensors, AIS integration, and distributed C2 nodes into a unified operational picture. Terma’s SCANTER coastal radars deliver high-resolution detection and tracking of surface targets.

At the core of the solution is Terma’s scalable C2 platform, providing operators with a real-time recognized maritime picture (RMP) through sensor fusion, automated tracking, alarm management, and decision-support tools. The C2 system enables interoperability with NATO and regional defense networks, supporting joint operations, intelligence sharing, and coordinated situational awareness across allied forces in the Baltic region.

The proposed deployment across Estonia, Latvia, and Lithuania establishes a resilient and interoperable coastal surveillance shield, strengthening regional maritime security and enhancing collective defense readiness in the Baltic Sea area.
